I have to agree with the others and say that the root of this is poverty. Children work because their families need the money. I'm sure no one is sending children to work while the adults lay idle, so we need to look at why with, most likely at least two adults in the family working, they still don't have enough to support their family. That would be their wages and the cost of necessities like food, clothes and lodging. So wages need to go up and costs need to go down. A simplestic answer to be sure, but many times it helps to cut out all of the big words and go to the very simplist point, then work your way from there.
